Accelerated customs clearance and product registration across five GCR jurisdictions for a global industrial manufacturer.
The Challenge
A global manufacturer of industrial water treatment equipment had won a series of contracts to supply municipal water infrastructure across Kazakhstan, Uzbekistan, Azerbaijan, Georgia, and Turkmenistan. However, each country required separate product certifications, import permits, and technical compliance approvals -and the timelines for standard regulatory processing ranged from 60 to 180 days per market. The cumulative delay threatened to push delivery timelines beyond contractual deadlines, exposing the client to penalty clauses totaling over $4M.
The regulatory landscape was further complicated by the fact that no two countries recognized each other's certification standards. Equipment certified in Kazakhstan under the EAEU (Eurasian Economic Union) framework was not automatically accepted in Azerbaijan, which follows its own AZSTAND standards. Turkmenistan required a completely separate state certification process that few Western firms had successfully navigated. The client's compliance team, based in Munich, had no prior experience in any of these markets.
Beyond certification, the client faced non-tariff barriers including import quota restrictions in Uzbekistan, local content documentation requirements in Kazakhstan, and mandatory in-country testing protocols in Azerbaijan that required physical samples to be shipped, tested, and approved before commercial quantities could be imported.
Our Solution
GCR Consulting deployed a parallel-track regulatory strategy that addressed all five markets simultaneously rather than sequentially. We assigned a dedicated regulatory specialist to each country, coordinated through a central project manager in our Astana office. This approach allowed us to file applications, manage testing protocols, and engage with regulatory bodies across all five jurisdictions at the same time.
In Kazakhstan and Uzbekistan, we leveraged the EAEU mutual recognition framework to fast-track certification, reducing the standard 90-day process to 21 days by pre-submitting technical dossiers in the correct format and scheduling inspections before applications were formally approved. In Azerbaijan, we arranged for in-country testing at AZSTAND-accredited laboratories, coordinating sample logistics so that testing commenced within days of the client's first shipment arrival rather than waiting for bureaucratic sequencing.
For Turkmenistan, where the regulatory process is highly opaque, we engaged directly with the State Standards Service through our government relations network, securing a ministerial-level directive that classified the water treatment equipment as "critical infrastructure" -a designation that unlocked an expedited approval pathway. Across all markets, we prepared unified customs documentation that anticipated and pre-addressed common rejection triggers, effectively eliminating the back-and-forth that typically extends clearance timelines by weeks.
